The article talks about a quarterback for the Iowa State Buckeyes, who made a hole in one. The hole in one meant that he would be awarded 25,000 dollars however because of NCAA rules, no player is allowed to get any type of prize, money or anything that would be make them different than any other college student.
I think this rule is retarded when it's in this situtation. It's like saying if he won the lottery, he couldn't take the winnings. Even though he said, it doesn't matter, I think he deserves that 25,000 dollars. Some rules are really retarded.
