Just curious to know. How would a person set up a forum to work on their site?

You would have to know a ton of php or other programming language and a ton of time. Some hosts come with phpbb or other forums already made and can be preinstalled. If you want a forum let me know and ill set one up for you.

Yea, like domo says, they are preinstalled sometimes. If they are not, you just download the file and install it yourself. It might get confusing the first time...but usually the forum comes with a install.php file which does the instaling for you while you just create a user name, and pw.
Vbulletin is a good choice if you are leaning toward your own forum. I hear a lot of good recommendations from other sites. It's safe and has many other features that phpbb doesn't have. But the most important thing is, it's safe or more safer.

Yea dude i'm having to get my phpbb forum hosted on some other site because isphost is gay hahah, o well I have no choice.

Heh yeah. VBulletin is the top choice for forums and one of the main reasons why most people would register. I would know this very well. Even though I'm not going to ever consider getting my own forum I feel like I should just know how to do VBulletins, hacks, skins, etc.

It usually depends on the forum you're using. Some are already working and to use it, all you gotta do is register (ex: Invision) while others require some kind of downloading and installing (ex: phpbb). I don't know the other ways for making a forum.

That isn't a way of making a forum, just one premade, to make a forum you would use PHP, C++ or Vbscript.
